Kalush-Golinskii technogenic deposits of brines,
formed by dissolving
of the potassium salt.
Given the circumstances which
prompted for issue of Presidential Decree "On declaring city territories
of Kalush and sat down and Kropivnik Ugartsthal Kalush district,
Ivano-Frankivsk region zone ecological emergency situation» № 145/2010 from
10.02.2010 g .: weak effectiveness of the measures which have been taken for
warning dissemination of of ecological emergency zones; the critical
environmental situation of the region and the development of depression
placement of technogenic deposit area; a high probability of appearance of at
any time of ecological catastrophe of European scale; sabotage by some state
structures actions related to the decision of problems of the region; the
inability of local governments to address the general government level big
problems; in pursuance of the Law of
Ukraine "On public-private partnership" from 01.07.2010 number

DECIDES:
1. Assign project "Recycling of
brines of natural and technogenic origin on the example of of brines of
Dombrowski career Kalush, Ivano-Frankivsk region of Ukraine" Program
"ECOLOGY – IT IS PROFITABLE" (hereinafter - the Project "
RECYCLING BRINE ") the parent organization for the development and implementation
of measures to prevent man-made disaster, the restoration of the lost and the
creation of new branches of production on the basis of Kalush-Golinskii of
technogenic deposit of brines formed by dissolving the of potassium salt.
2. Empower PROJECT "RECYCLING
BRINE" on behalf of of the newly created specialized companies on the
basis of public-private partnerships (hereinafter - Company) indicated below
for the text of the authority:
2.1. Selection and development of
baseline data for the design of cost-effective enterprise without waste
recycling of brines of Kalush-Golinskii of technogenic deposit of brines formed
by dissolving the of potassium salt, including by salt dumps, mines, tailings
sites, of production processes and abandoned objects, hydraulic engineering
constructions and communications, access roads and areas of logistics, an
emergency situation areas (existing and potential dips, etc.) and of salinized
aquifers, certain external perimeter of protection (hereinafter - the object).
2.2. Carrying out international consultations
creation of temporary and constantly operating of international commissions by
definition known to science, production and business technologies, their
carriers on the application of certain technologies and necessary to the
object.
2.3. With the participation and
under the control of an international commission to hold an international
examination of the design proposals "Technology of processing of brines of
natural and technogenic origin on the example of brines of Dombrowski career
Kalush, Ivano-Frankivsk region of Ukraine" as part of the proposed
"International scientific and technological program " ECOLOGY – IT IS
PROFITABLE " (CJSC offers" SBI "from 12.10.2014, the number

2.4. By results of the collection
and processing of the initial data for the design, determination on the
application of technologies of the future production for processing of brines
into useful commodity products (potassium, magnesium and ammonium fertilizers,
magnesium metal, soda ash, construction materials, etc.) on the principles of environmental
safety and maximum economic benefits:
2.4.1. Form a baseline data for
creation the project "Technology for processing of brines of natural and
technogenic origin on the example of of brines of Dombrowski career Kalush,
Ivano-Frankivsk region of
2.4.2. Define the boundaries,
technical, economic, legal and cadastral constitutive parameters of the object,
to perform an appropriate amount of work for the removal of component entities
are and the transfer of Object as a integral property complex on the balance of
the Company.
2.4.3. Form a constantly acting
technical apparatus governance project in a team of international experts in
management, science, technology and production.
2.4.4. To develop and introduce an
economic model for further participation of the parties in the formation of the

assets technological processes - the value of tangible assets; owners of
intangible assets (goodwill, copyrights and licensing rights to the technology)

2.5. In composition and the
principles defined above, to perform at the stage of of draft designing with
feasibility study of investments (TEOI)to develop a the design documentation
stage "Project" - "Technology for processing of brines of
natural and technogenic origin on the example of of brines of Dombrowski career
Kalush, Ivano -Frankivsk region of Ukraine. "
2.6. According to the results of the
feasibility study and implementation of the project to attract foreign credit
or investment funds.
2.7. On a contract basis at the
Facility to implement of international commission of experts to favourites
technological solution in the composition of selected counterparties and partners.
2.8. The works starting from the
stage project in its implementation to coordinate with the Ministry of Ecology
and Natural Resources of Ukraine.
2.9. In order to increase the
prestige of intellectual work and technical occupations several conditions of
transparent participation in the business intelligence component - the
intangible asset of citizens, organizations and enterprises in accordance with
the Law of Ukraine "On Copyright and Related Rights" by other
international laws and treatiesand ensure timely and full settlements for
performance of work, equity, goodwill, copyrights and royalties.
2.10. Perform some work project on
recreation zones of technogenic deposits Golinskii of Kalush-field.
2.11. Provide suggestions for safe

3.2. The State Committee for Land
Resources of Ukraine, the Ministry of Ecology and Natural Resources of Ukraine,
the State Property Fund of Ukraine, the Ministry of Justice of Ukraine within
its competence:
3.2.1. within one month from the
date of approval This Ordinance provide businesses of all legal founding
documents for tangible and intangible assets;
3.2.2. provide enterprise cadastral
documentation;
3.2.3. The company provide documents
for the right to use deposits Golinskii of Kalush-field;
3.4. Ministry of Agrarian Policy and
Food, Ministry of Economic Development and Trade of Ukraine, Ministry of
Regional Development in the final stages of collection and the development of
baseline data for the design determine the list, the volumes, rates and
government procurement of products plans, the planned enterprise to producing.
3.5. Ministry of Foreign Affairs of

Enterprise.
3.6. Ministry of Economic
Development and Trade of Ukraine, the Ministry of Ecology and Natural Resources
of Ukraine, the Ministry of Finance within three months to develop a a bill to
the preferential tax treatment of income collection of customs duties and VAT
accrual for enterprises engaged in environmental safety measures, recreation
zones of emergency situations, reduce of energy costs, reduce of metal
production, reduce logistics costs, recovery of abandoned and the creation of
new branches of production, development of deposits, depleted the desired
product, of creation waste-free production, the conversion of technogenic
